Tolenbergenov Serik Toleugaliuly

Serik Tulyvgalievich Tulengergenov was born on December 13, 1974, in Charsk, Zharminsky District, East Kazakhstan Region.

In 2002, he graduated from East Kazakhstan State University with a degree in Economics; in 2006, from the Kazakh-American Free University with a degree in Jurisprudence; in 2013, from Sarsen Amanzholov East Kazakhstan State University with a degree in Public and Local Administration, awarded the academic degree of Master of Economics and Business.

Began professional activity in 1997 as a Controller-Auditor at the Department of the Committee for Financial and Currency Control under the Ministry of Finance in Semipalatinsk Region.

Held leadership positions in the private sector, including General Director of Kurmysh LTD LLP and Director at Ast-Prom LLP, Kurmysh LTD LLP, and Vostok-Holding LTD LLP. Served as Akim of Ulan District, East Kazakhstan Region, and Deputy Akim of Ridder City (East Kazakhstan Region) and Aktobe Region.

From 2013 to 2024, led regional administrations as Head of the Department of Construction, Architecture, and Urban Planning in East Kazakhstan and Aktobe Regions, and Head of the Department of Energy and Housing and Communal Services in Abai Region.

Before the current appointment, served as Vice Minister for Emergency Situations of the Republic of Kazakhstan.
