Saiymov Nurlybek Izbasarovich was born in 1986 in Karmakshy district, Kyzylorda region

In 2004-2008 he graduated from Kyzylorda State University named after Korkyt Ata with a degree in Systems Engineer. Also in 2013-2015 he graduated from a higher educational institution at Bolashak University with a degree in Local Public Administration.

He began his career in 2008-2011 as the head of the computer center of the editorial office of the newspaper "Karmakshy tany"

2011-2014 specialist of the district department of internal policy;

In 2014, a specialist in personnel of Туған el kelbeti LLP;

In 2015, an engineer at the Karmakshy District House of Culture State Institution;

2015-2017 press secretary of akim of Karmakshy district;

From 2017 to the present, he served as the chief specialist of the documentation support and control department of the akim's apparatus of the Karmakshy district;

Since 2023 - Head of the Karmakshinsky District Department of Public Development;
