Kazieva Elmira Ordabevna was born in 1977 in the Karmakshinsky district of the Kyzylorda region.
Graduated from the Korkyt Ata Kyzylorda State University with a degree in Melioration Engineer and Bolashak University with a degree in Economics and Business.
