Biography
Kapayev Serzhan Eleubekovich was born on January 8, 1989, in the Karaganda region, in the Karkaralinsky district, in the village of Aynabulak.
In 2010, he graduated from Karaganda State Technical University with a degree in Economics and Business.
In 2012, he received a master's degree from Karaganda Bolashak University in Economics and Business.
In 2020, he graduated from Bolashak Academy with a degree in Law.
In 2025, he received a master's degree in Economics from the Academy of Public Administration under the President of the Republic of Kazakhstan.
In the period from 2011 to 2012, he worked as an economist at the Department of Economics and Budget Planning of the Karaganda Region.
In the period from May 2012 to September, he became the acting chief specialist of the Department of Entrepreneurship in Sarani.
In the period from September 2012 to October, he became the chief specialist of the Department of Entrepreneurship in Sarani.
In the period from 2012 to 2013, he worked as a chief specialist in the department of strategic planning and performance evaluation of the Department of Economy and Budget Planning of the Karaganda region.
In the period from 2013 to 2014, he held the position of chief specialist in the department of strategic, economic planning and performance evaluation of the Department of Economy and Finance of the Karaganda region.
In the period from 2014 to 2015, he worked as a chief specialist in the department of urban development of the Department of Economy and Finance of the Karaganda region.
In the period from 2015 to 2021, he was the Head of the Department of Entrepreneurship and Agriculture in the city of Shakhtinsk.
In the period from 2021 to 2023, he worked as the Chief Inspector of the Organizational and Inspection Department of the Office of the Akim of the Karaganda Region.
In 2023, he became the Head of the Organizational and Inspection Department of the Office of the Akim of the Karaganda Region.
In the period from 2023 to 2025, he worked as Deputy Head of the Department of Industry and Industrial-Innovative Development of the Karaganda Region.
In the period from 2025 to 2026, he became Deputy Head of the Department of Entrepreneurship and Industry of the Karaganda Region.
Since April 6, 2026, he has been Deputy Akim of the city of Shakhtinsk in the Karaganda Region.
