Kulakov Valery Ivanovich was born on June 2, 1969 in the village of Yrsay, Zhitikarinsky district, Kostanay region.
Higher education, graduated in 2000 from Kostanay State University named after A.Baitursynov, with a degree in veterinary medicine.
He began his career in March 1988 as a veterinary orderly of the farm "Asbestos" of the Dzhetygarinsky district.
From May 1988 to June 1990, he served in the ranks of the Soviet Army.
