Chairperson of the Constitutional Court of the Republic of Kazakhstan Elvira Azimova met with a delegation of the OSCE Office for Democratic Institutions and Human Rights (OSCE ODIHR) led by the Head of Mission, Vincent Piquet.
During the meeting, the parties discussed Kazakhstan's ongoing constitutional reform aimed at improving the system of public administration, strengthening the principle of the supremacy of the Constitution, and enhancing the effectiveness of public governance.
The mission representatives were briefed on the preparation of the new Constitution of the Republic of Kazakhstan, drafted by the Constitutional Reform Commission with the broad participation of representatives of state bodies, the expert community, civil society institutions, and citizens. It was noted that the drafting process was accompanied by open public consultations and the use of digital platforms to collect proposals from the public.
Particular attention was given to the constitutional guarantees of citizens' electoral rights and the powers of the Constitutional Court in the electoral process. It was emphasized that the Constitutional Court reviews disputes concerning the validity of the election of Kurultai deputies upon petitions submitted by subjects authorized under the Constitution, thereby exercising constitutional oversight over the legality of the electoral process.
Elvira Azimova noted that Kazakhstan consistently develops its cooperation with the OSCE ODIHR, viewing international expert dialogue as an important element in strengthening democratic institutions, ensuring the transparency of electoral processes, and further advancing constitutional justice.
The participants also discussed issues related to ensuring the supremacy of the Constitution, protecting constitutional rights and freedoms, and exchanged views on the further development of the institution of constitutional review.
At the conclusion of the meeting, the parties reaffirmed their mutual interest in continuing constructive cooperation and professional dialogue on matters of constitutional justice, the rule of law, and the protection of human rights.
