
The seminar-meeting on topical issues of the legislation of the Republic of Kazakhstan and the norms of the Code of Ethics of Civil Servants of the Republic of Kazakhstan was held with the participation of the teams of regional departments.
Information was provided by Dinara Makasheva, Head of the Unified Personnel Management Service of the Office of the Akim of Kostanay region, and Ethics Commissioner Kairat Syundikov.
The Constitution of the Republic of Kazakhstan provides citizens with equal opportunities to enter public service (art.35).
It was noted that the new procedure for selection for public service creates conditions for the formation of a professional and client-oriented government apparatus. A civil servant must possess high qualities - patriotism, honesty, fairness, responsibility, professionalism and diligence.
The issues of organization of work in state institutions on the prevention of offenses and disciplinary offenses, the implementation of the Concept of promoting the ideology of law and order in society were discussed.
K.Syundikov raised the issues of organizing control over the targeted and effective use of state property, including official transport.
The students were informed about the tasks of forming an anti-corruption culture, accepting restrictions in public service and preventing conflicts of interest.
Special attention is paid to the public behavior of officials, observance of business etiquette, culture of public speaking, correctness of gestures and greetings. Employees must strictly adhere to the secular principle of the state.
The new edition of the Code of Ethics of Civil Servants of the Republic of Kazakhstan introduces an additional principle – the principle of digital ethics, responsible behavior in a digital environment. The Code also restricts the participation of government employees in online betting and gambling (betting).
