of the Almaty Regional Maslikhat
on Amendments to the Composition of the Territorial Election Commission of Almaty Region
In accordance with Article 10 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” (hereinafter referred to as the Election Law), the Almaty Regional Maslikhat announces amendments to the composition of the Territorial Election Commission of Almaty Region.
The term of office of election commissions is five years.
Each political party has the right to submit one candidate for the composition of the relevant election commission.
A political party has the right to nominate candidates to an election commission who are not members of that political party.
In the absence of proposals from political parties, maslikhats elect members of election commissions based on proposals from other public associations and higher-level election commissions.
Political parties, other public associations, their structural divisions, and higher-level election commissions in relation to the commissions being formed shall submit the following documents to the maslikhat by June 4, 2026:
- Information on candidates for membership in election commissions in the prescribed format, in electronic and paper form;
- An extract from the decision of a political party, public association or its branches (representative offices), or a higher-level election commission on nominating candidates for membership in the relevant election commissions;
- A copy of the document confirming the registration of the political party, public association, or their branches (representative offices);
- Statements of candidates confirming their consent to participate in the work of the election commission in the prescribed form.
The forms for candidate information and candidates’ statements of consent to participate in the work of the election commission are available on the website of the Regional Maslikhat.
A person nominated for membership in an election commission must meet the requirements established by the Election Law.
A person nominated for membership in the Territorial Election Commission must meet the approved qualification requirements for members of territorial election commissions, including requirements regarding education level, work experience and/or professional experience, and professional competencies necessary to perform the duties of a member of the Territorial Election Commission. The person must also have a certificate confirming completion of testing on knowledge of election legislation through the “Distance Learning and Testing of Election Commission Members” subsystem on the Internet resource of the Central Election Commission of the Republic of Kazakhstan.
Qualification requirements for a member of the Almaty Region Election Commission responsible for information support of the election commission’s activities:
Higher or postgraduate education.
Work experience must meet one of the following requirements:
- at least three years of work experience in fields corresponding to the functional areas of a territorial election commission member;
- at least two years of work experience in the election bodies of the Republic of Kazakhstan.
A member of an election commission must reside within the administrative-territorial unit where the maslikhat that formed the composition of this commission is located.
More than half of the members of an election commission must not be employees of the same organization, except in cases of establishing polling stations provided for by paragraph 3 of Article 23 of the Election Law.
Close relatives (parents, children, adoptive parents, adopted children, full and half brothers and sisters, grandparents, grandchildren) or spouses may not be members of the same election commission.
All documents submitted to the maslikhat in paper form must be signed, certified with a seal, and contain the date of completion, a note identifying the person responsible for preparation of the document, including their surname, initials, and telephone number.
Applications for proposals regarding the composition of election commissions are accepted until June 4, 2026, Monday through Friday from 08:00 to 17:30, with a break from 12:30 to 14:00.
