Important Decisions Made on the Socio-Economic Development of the Region
First, a meeting of the Standing Commission of the Almaty Regional Maslikhat on Economy, Budget, Law and Order, Anti-Corruption and Deputy Ethics was held.
The agenda of the Standing Commission included the following issues:
- Amendments to the regional budget of the Almaty Region for 2025–2027;
- The regional budget of the Almaty Region for 2026–2028;
- The development plan of the Almaty Region for 2026–2030;
- Amendments to state obligations under the PPP project for the construction of wastewater treatment facilities in the city of Konaev;
- Amendments to state obligations under the PPP project for providing data services registered by the intelligent road and public safety system of the Almaty Region;
- Amendments to state obligations under the PPP project for the development of children’s mass sports through the establishment and operation of children’s and youth sports schools in the Almaty Region.
The issues considered on the agenda were submitted for consideration at the session.
At the extraordinary XLIV session of the Almaty Regional Maslikhat, a number of important issues related to the socio-economic development of the region were reviewed. During the session, the mechanism for subsidizing the cost of drinking water was discussed. In accordance with the updated Water Code, it was proposed to set the payment rate for 1 cubic meter of drinking water consumed by the population at 107 tenge. This support measure covered five settlements of the Almaty Region and was aimed at reducing the tariff burden on residents.
The session also considered amendments to the decision “On the Regional Budget of the Almaty Region for 2025–2027.” Due to changes in the volume of targeted transfers from the republican budget and overfulfillment of the revenue part, the budget was adjusted. As a result, funds with a risk of non-utilization were reviewed and redistributed to socially and infrastructurally significant areas.
In addition, the regional budget for 2026–2028 was approved. The total expenditure volume for the three-year period amounted to 2.7 trillion tenge, with the majority of funds allocated to the social sector. Priority areas include the repair of educational facilities, implementation of the “Schools of the Future” project, healthcare development, and modernization of cultural and sports infrastructure.
The session also presented the development plan of the region for 2026–2030, which sets goals to ensure annual gross regional product growth at the level of 4.5–5.2%, diversify the economy, and increase investment volumes. A total of 216 investment projects with a combined value of 6.3 trillion tenge are planned for implementation.
Summarizing the results of the session, Akim of the Almaty Region Marat Sultangaziyev noted that the decisions made would become the foundation for the long-term development of the region and expressed gratitude to the deputies for their work.
