The regular session of the Almaty Regional Maslikhat was held

At the XLIII session of the Almaty Regional Maslikhat, deputies considered issues related to housing rent compensation, approval of water tariffs, and the composition of several regional commissions.

The session was attended by Chairman of the Almaty Regional Maslikhat Kuat Baigodzhayev, Deputy Akim of the region Rustam Isatayev, deputies, heads of regional departments, representatives of law enforcement agencies, as well as akims of districts and cities and chairpersons of local maslikhats.

At the beginning of the session, deputies reviewed measures to provide housing rent compensation for civil servants as part of state support initiatives.

The session then addressed the approval of the fee for one cubic meter of drinking water supplied through water supply systems eligible for state subsidies. The issue attracted considerable attention due to the importance of tariff policy and numerous public inquiries.

The report was presented by Nurlan Omirkhanov, Acting Head of the Department of Energy and Water Supply. According to him, the updated Water Code of the Republic of Kazakhstan introduced a mechanism for subsidizing the cost of drinking water. To implement this mechanism, the Ministry of Industry and Construction approved the methodology for calculating the fee, the criteria for including water supply systems in the subsidy program, and the procedures for obtaining subsidies.

"The Department of Energy and Water Supply of the Almaty Region conducted a socio-economic analysis of tariffs, household incomes, and residents' ability to pay. Based on the results, it was proposed to set the fee for one cubic meter of subsidized drinking water at 107 tenge," Nurlan Omirkhanov stated.

However, the deputies did not reach a consensus, and the draft proposal was referred for further revision. It will be reconsidered at the next session.

The deputies also approved the membership of the Commission on Juvenile Affairs and Protection of Children's Rights under the regional Akimat, emphasizing the importance of interagency cooperation to ensure children's safety and well-being. In addition, the updated membership of the Interdepartmental Commission for Crime Prevention and the Anti-Terrorism Commission under the regional Akimat was approved. These bodies play a key role in maintaining public safety, preventing crime, and strengthening law and order.

The session also approved amendments to the composition of the Regional Budget Commission to improve the efficiency of budget allocation and oversight. Another item on the agenda concerned amendments to the Regulations of the State Institution "Audit Commission of the Almaty Region," aimed at enhancing financial control mechanisms.

The possible reduction of funding allocated to support children with special educational needs was also discussed. Deputies emphasized the social significance of the issue and decided to consider it further at the next session.

Kuat Baigodzhayev instructed regional departments to provide complete and comprehensive information on every issue submitted for consideration.

Rustam Isatayev stated that he would personally oversee the issues of tariff regulation and financing support for children with disabilities.

"We are all working toward one goal—improving the quality of life of our citizens. Every issue must be considered with the utmost care. Therefore, it is essential to perform our work thoroughly, because the development of the region depends on it," he noted.
