Today in Almaty, as part of the Second Tian Shan Forum on economic cooperation in Central Asia, a meeting took place between the Deputy Prime Minister – Minister of National Economy, S.M. Jumangarin, and the Minister of Finance of the People's Republic of China, Mr. Lan Fo’an, with the participation of the Minister of Finance of Kazakhstan, M.T. Takiyev, the President of the Export-Import Bank of China Wang Chunying, Chairman of the CITIC Group Xi Guohua, and Vice Governor of the Xinjiang Uyghur Autonomous Region of the PRC Zhang Yingchun.
The meeting served as a platform to discuss the prospects of transitioning to new formats of financial interaction, aimed at expanding investment flows, developing joint financial instruments, and accelerating the implementation of strategically important projects for Kazakhstan.
One of the main agenda items was the formation of a Kazakhstan-China investment architecture. In particular, the prospects for creating a joint private equity fund with the participation of Kazakh and Chinese financial institutions were examined, as well as the possibilities of integrating mechanisms for equity, debt, and insurance financing.
This approach will enable greater access to capital and create additional conditions for the implementation of large investment initiatives. Particular attention has been paid to the development of the Trans-Caspian international transport route. The Kazakh side proposed to work on the establishment of a joint fund to support its further development, emphasising the importance of involving financial institutions from both countries in implementing this initiative.
Among other priorities, the possibilities for financing major infrastructure projects have been discussed, including the development of the Almaty metro, transport infrastructure in Astana, the construction of the "Centre - West" road, as well as the modernisation of water supply facilities in the capital. Following the meeting, the parties reaffirmed their interest in further strengthening their financial partnership, developing direct cooperation between financial institutions, and consistently implementing joint initiatives aimed at deepening trade and economic ties between Kazakhstan and China.
