On October 22, 2026, the meeting of the Public Council on Public Finance of the Ministry of Finance of the Republic of Kazakhstan was held in Astana.
The results of the implementation of the Integrated Tax Administration System "ITAS" were considered, as well as the issue of monitoring state support measures for businesses and their recipients as part of the implementation of the "Law and Order" ideology.
Zh.D. Inkerbayev, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, spoke on the implementation of the new Integrated Tax Administration System "ITAS".
In his remarks, Zh. D. Inkerbayev noted that the implementation of the ITAS (Integrated Tax Administration Information System) has enhanced the efficiency of tax administration by automating business processes, integrating information systems, improving data quality and reliability, refining risk-based tax control, and enabling the prompt identification of tax violations and outstanding tax liabilities. The implementation of this system contributes to ensuring the completeness and timeliness of budget revenues, reducing the administrative burden on taxpayers, lowering the labor requirements for government agencies, minimizing the human factor, and increasing both the transparency of tax procedures and the quality of management decisions.
Zh. B. Ospanov, Chairman of the Management Board of the "Information-Accounting Center" Joint-Stock Company, spoke on the monitoring of state support measures for businesses and the recipients of such support, within the framework of implementing the "Law and Order" ideology.
In his remarks, Zh. B. Ospanov noted that the Ministry of National Economy and the Ministry of Finance are currently working to ensure the launch and full-scale operation of the "Baqylauda" digital service, which serves as a tool for monitoring state support measures for private enterprises and the recipients of such support.
The measures being implemented are aimed at establishing a unified state digital record of government support—including tax and customs incentives—ensuring that the relevant information remains up to date, and creating the conditions for analyzing the effectiveness of the support provided to private enterprise, as well as for reducing the scale of the shadow economy.
Following the presentations, members of the Public Council took an active part in the discussion of the issues by posing questions to the speakers, who provided the necessary clarifications.
