A decision of a state body (an individual legal act) is not subject to a citizen’s application to the Constitutional Court.
A citizen may apply to the Constitutional Court only to challenge the constitutionality of a normative legal act (or its specific provision) that directly affects the person’s rights and freedoms in a particular case.
Can a citizen apply to the Constitutional Court regarding a decision (resolution) of an akimat or another state body?
