Dear compatriots!
I congratulate you on Republic Day!
This memorable date holds special significance for our entire nation.
On 25 October, a historic document was adopted: the Declaration on State Sovereignty of Kazakhstan.
This very day opened a new chapter in our national history, marking the beginning of our country's independent development.
Historical justice prevailed, and a solid foundation for Independence was laid on our sacred land.
It is no exaggeration to say that this day marked the revival of the tradition of statehood in the Great Steppe.
This year, we celebrate our national holiday on the eve of the 35th anniversary of the country's Independence.
Kazakhstan approaches this historic milestone as a dynamically developing state that enjoys the respect of the international community.
The years of sovereignty have brought significant achievements.
The enduring attributes of our national identity—the state symbols—have been established.
Our sky-blue flag flies at the headquarters of the United Nations.
A national financial system has been established, and our borders have been definitively secured.
At the very heart of sacred Saryarka, on the site of an old city, the foundations of our new capital, Astana, were laid—a city admired by the whole world.
Having strengthened our unity, we have presented ourselves on the global stage as a land of peace and harmony.
Dear citizens,
By joining forces, we are building a Just Kazakhstan and establishing the principle of justice in society.
I firmly believe that justice is the highest spiritual value. The new party bears the name “Әділет” (“Justice”).
Indeed, there is nothing more important than justice. The leading party bears the name “Әділет”.
It is from the standpoint of justice that we should examine historical processes and assess them objectively.
Therefore, I believe that the name of First President Nursultan Abishevich Nazarbayev, who made an enormous contribution to the establishment of sovereign Kazakhstan, its development under extremely difficult economic conditions, and the achievement of numerous historic successes by our country, will never be consigned to oblivion. Such an assessment is consistent with the demands of justice.
As a Kazakh proverb says, “Ынтымақ – мызғымас қорған” (“Unity is an unbreakable stronghold”).
We are a people who look to the future with confidence and optimism.
Thanks to harmony and stability, we have honourably overcome difficult trials.
As our country's prosperity has grown, so too have our horizons.
As a united nation, we have successfully implemented fundamental transformations.
Most importantly, following the will of the people, we adopted a new Constitution—a sacred document that serves as our unwavering guide.
The Constitution that has entered into force has become the cornerstone of the legislation of our multinational state.
Every principle and every article of the Basic Law is intended to serve the interests of the country. Under our Constitution, the country's sovereignty, territorial integrity, and the lawful rights and freedoms of citizens are recognised as the highest values.
Ensuring the Rule of Law and Order and strengthening national unity have been enshrined as inviolable principles.
The development of science and education, innovation and advanced technologies has been identified as a strategic priority for the state.
The Constitution clearly defines Kazakhstan's vision of its past, present and future.
The Basic Law launched a new phase of fundamental reforms, as a result of which the system of state power has been comprehensively renewed.
A unicameral Kurultai has been established.
Thus, we have put into practice the concept of “A strong President – an influential Parliament, namely the Kurultai – an accountable Government”.
The office of Vice-President has been established, and the structure of the Security Council has been amended as necessary.
The supreme advisory body, the Қазақстан Халық Кеңесі (People's Council of Kazakhstan), has begun its work.
Our country has become one of the few in the world where the voluntary, or volunteer, movement has been granted constitutional status.
As is well known, no comparable large-scale changes to a system of government have taken place in the modern world under such complex, unstable, unpredictable and uncertain conditions. For our country, this represents a major step forward politically.
Since 2019, our economy has grown by approximately 30%.
GDP per capita has exceeded USD 15,000. Under the “National Fund for Children” programme, USD 2.5 billion has been transferred to the accounts of 7 million children.
Last year, more than 20 million square metres of housing were commissioned—a record figure.
Life expectancy has approached 76 years. According to the World Bank, Kazakhstan leads the region in this indicator. We give top priority to strengthening the capacity of the national economy.
We have joined the ranks of the world's most influential countries, placing 34th.
Our country's gross domestic product is approaching USD 350 billion. This places us second in the Commonwealth of Independent States (CIS).
The share of small and medium-sized enterprises in GDP has grown significantly, reaching 40%.
Our entrepreneurs are increasing domestic production, and a new business culture has taken shape.
Today, almost half of the country's working-age population is employed in this sector. Conditions are also being created for the development of production based on advanced technologies.
Over the past five years, the share of manufacturing exports has exceeded 45%. Kazakhstan's industry is therefore moving to a new stage of qualitative development.
In recent years, we have made a genuine breakthrough in railway engineering.
We have begun producing almost everything we need—from rails and sleepers to railway cars and electric locomotives.
Automobile production is also gaining momentum.
More than 150,000 passenger cars and trucks roll off assembly lines each year.
All strategic sectors of the economy are receiving a strong impetus.
Substantial foreign investment is helping to drive the country's steady progress.
Over the past seven years, attracted investment has reached USD 155 billion.
Participation in high-level international events and visits to various countries not only strengthen Kazakhstan's political standing, but also bring considerable practical benefits.
Significantly, since the beginning of this year, 355 commercial agreements worth a total of USD 60 billion have been signed.
Our country is strengthening its position as a leading transport and logistics hub in Eurasia.
Airports, railway stations, bridges and seaports are being built and modernised, while border infrastructure is being upgraded. This important work will continue.
Over the past seven years, tens of thousands of kilometres of roads and railway lines have been built or repaired.
Transport, energy and digital routes linking Europe and Asia are being developed across our territory.
Kazakhstan is recognised internationally as a developed, stable and secular state that, as a middle power, makes a significant contribution to strengthening the international order.
Thanks to its pragmatic and responsible foreign policy, Kazakhstan enjoys considerable international standing.
Our passport is highly respected around the world.
All borders are open to our citizens and businesses.
Kazakhstan has become an active participant in the global digital transformation.
Our capital is home to the Alem.ai International Artificial Intelligence Centre and the state-of-the-art Astana Hub technology park.
Exports of IT services have exceeded USD 1 billion.
Two supercomputers have been launched, providing resources for domestic companies and researchers. A third, highly powerful supercomputer is in the pipeline.
The data-centre cluster under construction, known as the “Data Centre Valley”, is intended to become a solid foundation for the digital economy.
We are implementing the nationwide Digital Qazaqstan strategy and introducing artificial intelligence technologies across all areas of life.
All these steps are aimed at building a Digital—in other words, progressive—state that serves our people.
Over the past seven years, KZT 88 trillion has been allocated to social development. These funds should be regarded as investments in improving people's well-being.
Today, the quality of medical services is improving in every region, particularly in rural areas and remote districts.
Since 2019, 1,259 medical facilities have been built across the country.
The Constitution clearly guarantees the right to a guaranteed package of free medical care. Our citizens have access to more than a thousand types of free medical services. This is, without exaggeration, a truly unique form of social support.
In addition, more than 1.7 million pupils receive free hot meals at all schools, including every primary-school pupil and children from socially vulnerable groups.
Kazakhstan has a wide range of social benefits, although some types of payments amount more to wasteful expenditure.
In this regard, the Government is currently conducting a detailed review of this area and examining the situation.
Another important task is the comprehensive development of education, first and foremost for the bright future of the younger generation.
During this period, 1,483 kindergartens were opened and 1,342 modern schools were built.
Over the past seven years, more than 655,000 educational grants worth a total of KZT 1.5 trillion have been allocated to support young people's higher education.
These measures will help young people master their chosen professions and develop their practical skills to a high standard.
There is a Kazakh saying: “Егемен елдің еңсесі – биік” (“A sovereign nation stands tall”).
Thanks to Independence, we have achieved great success in various fields.
We must therefore safeguard peace in our country and work selflessly to strengthen our statehood.
Today, I have recalled some of our achievements.
However, amid today's challenges and intensifying competition, we cannot afford to rest on our past successes.
There is still much to be done. We acknowledge existing shortcomings and failures. The Government, members of Parliament and public officials must make every effort to address them.
I will present the state's priority tasks and development plans in detail in my Address to the People of Kazakhstan next week.
As we know, the world is changing rapidly. To avoid being left behind, it is essential to keep pace with the times.
Human capital development is a strategic priority of the state, as enshrined in our Constitution. We must nurture conscientious, open-minded, competitive, patriotic and responsible citizens. This is what will ensure our country's growth and prosperity.
We need to firmly embed the values of patriotism, hard work, creation, mutual respect and compassion, while fostering a renewed ethic in our society.
You are well aware of the current international situation, including recent events in developed countries.
Undoubtedly, progress—and ultimately the preservation of our unity—is impossible without the Rule of Law and Order and the maintenance of peace and harmony.
I am convinced that social cohesion and the combined efforts of all of us in pursuit of the common good will enable us to overcome any challenges and achieve all our goals.
Dear compatriots!
Republic Day is a unique nationwide holiday that unites all our citizens.
Sovereignty and Independence are our most precious heritage and our highest values.
Safeguarding and strengthening our statehood is therefore our sacred duty.
Thanks to the firm will and resilience of our ancestors, we attained sovereignty.
The memory of the heroes who gave their lives for Independence and fought selflessly for freedom will remain forever in our hearts.
The older generation endured all the blows of fate, overcame hardships and dangers, and continued to work tirelessly for the good of the country.
All our compatriots, especially young people, have begun to gain a deeper understanding of their country's history and to treat it with genuine respect. This is a very positive trend.
Indeed, history must not be viewed one-sidedly.
Our past is a chronicle of great victories, a glorious legacy and unparalleled traditions.
The eventful history of our country has been shaped by courageous, dedicated and outstanding individuals.
Their lives and ideals serve as an example for the younger generation.
Ultimately, our country grows stronger thanks to statesmen, patriots, and people of integrity, responsibility and diligence.
There is no doubt that the citizens gathered here today possess these noble qualities.
Among them is Abdrashit Koishibekovich Dospanov, a recipient of the “Еңбек Даңқы” (Labour Glory) Order.
Following in his father's footsteps, he has worked honourably in the metallurgical industry for more than 40 years.
Through his professional skills and commitment to his duty, he has achieved great success and made a significant contribution to our country's development.
He continues to share his experience with young specialists and teach them the finer points of their profession.
Today, I have decided to confer the title of “Қазақстанның Еңбек Ері” (Hero of Labour of Kazakhstan) on Abdrashit Koishibekovich Dospanov.
Also invited to this celebration is a prominent figure in our national culture, the renowned composer and teacher Altynbek Korazbayev.
His songs have touched the hearts of several generations and become part of the golden treasury of Kazakh art.
Today, I will present Altynbek Korazbayev with a high state award, the “Отан” (Fatherland) Order.
The renowned mountaineer Kazbek Valiev is also present in this hall. He has conquered some of the planet's highest peaks and become a legend of world mountaineering.
In recognition of Kazbek Shakimovich's outstanding achievements, I have decided to award him the Order of “Барыс”, Class II.
Natalya Viktorovna Safiulina exemplifies outstanding teaching ability, professionalism and devotion to her chosen vocation.
An innovative teacher, she has successfully introduced advanced approaches to educating children with special educational needs.
The state will continue to support teachers who help build a truly inclusive society.
In recognition of her significant contribution to education, Natalya Viktorovna Safiulina is being awarded the title of “Қазақстанның еңбек сіңірген ұстазы” (Honoured Teacher of Kazakhstan).
In addition, the title of “Қазақстанның халық әртісі” (People's Artist of Kazakhstan) is being conferred on the renowned opera singer Talgat Maratovich Musabayev, who has made a significant contribution to the development of culture.
Alongside artists, we also hold in deep respect the work of scholars who have devoted themselves to researching our culture.
Baurzhan Uzbekalievich Dzhanibekov, a renowned local historian who actively contributes to the development of museums and the preservation of our historical and cultural heritage, is being awarded the title of “Қазақстанның еңбек сіңірген қайраткері” (Honoured Figure of Kazakhstan).
The Order of “Құрмет” (Honour) is being presented to Elmira Sakenovna Sultangalieva, a talented teacher and art historian.
Representatives of skilled trades make a substantial contribution to our country's development.
Today, we are joined by dedicated workers who have achieved significant success through honest labour.
Special mention should be made of Didar Telzhanuly, an employee of the Astana-Zelenstroy organisation.
The valuable initiatives being implemented in this field closely align with the “Taza Qazaqstan” (“Clean Kazakhstan”) concept that I launched as President. It is no exaggeration to say that this work is of great importance to the entire country.
It is clear that if our streets are not clean, if trees and flowers do not grow everywhere, and if citizens do not treat nature with care, the country as a whole will not be able to pursue development and creation.
This is a common undertaking for the Government, the Kurultai, law-enforcement agencies, local executive bodies, other state and non-governmental organisations, universities and schools. In other words, “Taza Qazaqstan” is a nationwide movement.
Today, in recognition of his significant contribution to improving our capital, the skilled professional Didar Telzhanuly is being awarded the Order of “Құрмет” (Honour).
The contribution of Amanzhol Tokenovich Uisenbayev, an employee of the “Astana-Ormany” institution, has also been recognised with the “Ерен еңбегі үшін” (For Meritorious Labour) Medal.
On this memorable day, we pay tribute to Sergey Nikolaevich Pustylnikov, a machinery operator from Shal akyn District in North Kazakhstan Region.
For three decades, he has worked productively in agriculture and passed his extensive experience on to the younger generation.
In recognition of his achievements at work and devotion to his calling, Sergey Nikolaevich Pustylnikov is being awarded the Order of “Еңбек Даңқы” (Labour Glory), Class III.
We pay particular attention to improving the health of the nation and nurturing an intellectually developed generation.
It is our duty to provide comprehensive support to teachers and medical professionals and to show deep respect for their work.
Today, senior nurse Anar Rakhmanovna Abdykulova and honoured teacher Salima Ibraimovna Zhumamuratova are being awarded the “Шапағат” (Compassion) Medal.
Social harmony is an unbreakable guarantee of our sovereignty.
A group of citizens who have worked productively to strengthen unity and harmony in our country will receive the “Ел бірлігі” (Unity of the Nation) Order.
In addition, state awards will be presented to more than 2,000 citizens who have made a significant contribution to the country's development and set an example to others through their conscientious work.
They include 129 labour veterans; 473 workers in industry, transport, construction, agriculture and other sectors; more than 200 representatives of small and medium-sized businesses; over 150 teachers and scholars; around 120 healthcare workers; and many other compatriots.
Congratulations to you all!
Respect for working people who enhance our country's standing is one of the enduring priorities of state policy.
On the eve of Republic Day, I express my sincere gratitude to you and to all our compatriots.
May our statehood grow stronger!
May our sacred Motherland, Kazakhstan, prosper!
