    Seven Years of eGov Mobile: From Mobile Access to Public Services to an Intelligent Digital Assistant

    Seven years have passed since the launch of the updated eGov Mobile app. Over that time, it has evolved from a mobile gateway to selected public services into a comprehensive digital platform bringing together public services, digital tools and intelligent solutions for millions of people across Kazakhstan.

    The first version of the mobile e-Government app was launched in 2012 under the name mGov. It introduced the first electronic public services, including residence and pension certificates, certificates confirming property ownership and any encumbrances, as well as payment services for fines, taxes and government fees.

    By 2019, mGov was offering the public around 70 services and tools. That same year, the app received a refreshed design and a new name: eGov Mobile. A key milestone in its development was the introduction of biometric identification in 2020, which reduced barriers to accessing public services, including during the pandemic.

    Digital Documents has become one of eGov Mobile’s most popular services, allowing people to use digital versions of their documents without having to carry physical copies at all times. Since its launch, digital documents have been used more than 600 million times. The service was later integrated into popular banking apps for added convenience.

    Another major development for eGov Mobile was the capability to obtain a digital signature (DS) and sign documents using a QR code. Users have signed documents this way around 80 million times to date, and the figure continues to grow.

    The eGov Mobile continues to develop as a single digital platform bringing together public services and digital tools. The app is available on the App Store, Google Play and HUAWEI AppGallery and supports iOS and Android devices. Its combined user base across iOS and Android exceeds 13.2 million.

    “Today, eGov Mobile is more than an app for accessing public services. It is one of the main channels through which citizens engage with digital government. The app offers more than 1 100 public services and tools. It has around 7.6 million monthly active users, while more than 874 000 people use it every day. Around 60% of online public services are now delivered through mobile devices. This shows that mobile has become the primary way for citizens to interact with e-government”,said Shynggys Orazalimov, Acting Chairman of the Board, National Information Technologies JSC.

    The development of mobile e-government also led to the creation of a dedicated solution for entrepreneurs. In July 2024, a new component of mobile e-government was launched, which is the eGov Business application. Its development has enabled small and medium-sized businesses to access public services and digital tools from their smartphones. The eGov Business users can register the head of a legal entity, apply for an DS, sign documents using a QR code and access other popular services.

    The next stage in eGov Mobile’s development involves the introduction of artificial intelligence. The app now includes eGov GPT, an intelligent assistant that lets users describe what they need in their own words and helps them find and access public services. This changes the familiar approach to interacting with e-government: users simply describe their situation or need to receive the relevant information and assistance. More than 50 public services are currently available through eGov GPT, and it has already been used more than 150 000 times.

    In 2026, eGov GPT gained international recognition by winning the GovTech Project of the Year category at the AI & Digital Bridge Awards 2026. The award was presented at the AI & Digital Bridge 2026 international technology forum in Astana. The award recognized the project’s use of artificial intelligence to advance digital public services.

    Further services and technological solutions are on the horizon. The team at National Information Technologies JSC continues to develop eGov Mobile to make public services even more accessible, easy to understand and convenient for everyone in Kazakhstan.
