By agreement withtheAdministrationof thePresidentof theRepublicofKazakhstan, byorderof theAkimof theMangystau Region,Nurdaulet Kilybay, Sumbat Toretaev wasappointedAkim of thecityofZhanaozen.
Symbat Kuanshuly Toretaev wasborn on January 27,1978,inthevillageofZhetybai, YeralievskyDistrict, Mangystau Region.
He began his professional career in 2000 at the Department of Internal Affairs of the Mangystau Region, holding the position of investigator in the Department for Combating Organized Crime. Later, he worked as a senior investigator and a senior investigator for particularly important cases.
In 2006–2010, he served as the director of “Nur” LLP.
In 2010–2014, he was the akim of the village of Munayshi in the Karakiyansky District.
In 2015–2017, he headed the department for work with law enforcement agencies, countering terrorism, mobilization preparation, and civil defense at the office of the akim of the Mangystau Region.
In 2017–2019, he headed the counter‑terrorism department at the office of the akim of the Mangystau Region.
In 2019–2023, he held the position of deputy akim of the Karakiyansky District.
From May 2023tothe present, he has held thepositionofakimof theKarakiyansky District.
