Tashimov Kazbek Kazikhanovich was born on September 27, 1980, in the village of Kamenka, Taskalinsky District, West Kazakhstan Region. In 2001, he graduated from West Kazakhstan State University with a degree in Veterinary Sanitation. In 2005, he obtained a second higher education degree in Law from the same university.

Biography Arman Utegulov was born in 1964 in the West Kazakhstan region. In 1989, he graduated from the Saratov State Zootechnical and Veterinary Institute with a degree in Veterinary Medicine. In 2007 - West Kazakhstan Engineering and Technical University, majoring in "Bachelor of Economics". Mr. Utegulov began his career back in 1982.
