    Colonel of Civil Protection Turegeldiev Yerlan Ablaevich was born on June 16, 1980 in the city of Semipalatinsk, Semipalatinsk region. In 2002, he graduated from the Shakarim SSU with a degree in «Low Temperature Engineering and Physics», in 2012 he graduated from the KTI of the Ministry of Emergency Situations of the Republic of Kazakhstan with a degree in «Fire Safety».
