Baynazarov Sailaugaly Abdisalievich , was born on June 12 , 1966 in the village of Badam , Sairam district , South Kazakhstan region . In 1993 , he graduated from the V. I. Lenin Kazakh Polytechnic Institute with a degree in Electric Drive and Automation of Industrial Installations and Technological Complexes , in 2003 from the Kazakh National Agrarian University with a degree in Organization Management , and in 2005 from the Kazakh National Agrarian University with a degree in Law .
