Biography
Baynazarov Sailaugaly Abdisalievich, was born on June 12, 1966 in the village of Badam, Sairam district, South Kazakhstan region. In 1993, he graduated from the V.I. Lenin Kazakh Polytechnic Institute with a degree in Electric Drive and Automation of Industrial Installations and Technological Complexes, in 2003 from the Kazakh National Agrarian University with a degree in Organization Management, and in 2005 from the Kazakh National Agrarian University with a degree in Law.
Career
He started his career in 1984 as an electrician.
Vice-rector of Almaty Technological University,
First Deputy of the Department of Landscaping of the Akimat of Almaty,
Chief Construction Inspector of the Akim of Almaty, Secretary of the City Planning Council (GradSovet),
Chief expert of the institution "State Expertise" of the Committee for Construction and Housing and Communal Services of the Republic of Kazakhstan,
Deputy Akim of Taraz city and then akim of Taldykorgan city,
His previous position in the civil service was Deputy Head of the Construction Department of the Akimat of Almaty.
2022-2024 - President of the construction company "AstanaStroyInvest" LLP.
On April 7, 2025, he was appointed acting head of the Department of State Architectural and Construction Control of the Abai region.
