Deputy Akim of Altynsarin District for Social Affairs

Key Responsibilities

Oversees matters related to:

• the provision of educational services in preschool, general secondary, and vocational education institutions;

• religion, migration, and demographic policy;

• youth policy;

• sanitary and epidemiological supervision.

Organizes the implementation of district, regional, and national programs and coordinates the work of district commissions and councils on:

• social policy;

• prevention of juvenile delinquency;

• prevention of drug abuse and illicit drug trafficking.

Coordinates the activities of local executive bodies in the fields of:

• social development;

• education;

• culture;

• internal and youth policy;

• religion;

• physical culture and sports;

• tourism;

• language development;

• demographic policy.

Promotes compliance by citizens and organizations with the Constitution of the Republic of Kazakhstan, laws, decrees of the President, resolutions of the Government, and other legal acts.

Implements measures to protect the rights and freedoms of citizens.

Supports and facilitates the operation and material and technical development of educational, sports, cultural, and social institutions.

Within the scope of authority:

• ensures implementation of legislation on compulsory military service;

• organizes military registration and conscription activities.

Coordinates activities aimed at preserving natural, historical, cultural, and architectural heritage sites and other objects of environmental, historical, cultural, or scientific significance.

Monitors the socio-political and social situation in the district.

Maintains cooperation with non-governmental organizations, public associations, trade unions, and foundations.

Supervises the quality of public service delivery by subordinate departments and monitors compliance with public service standards.

Performs other duties assigned by the Akim.

Supervises

• State Institution Department of Internal Policy, Culture and Language Development of the Akimat of Altynsarin District;

• State Institution Department of Physical Culture and Sports of the Akimat of Altynsarin District;

• District Commission for Juvenile Affairs and Protection of Children's Rights;

• District Youth Council;

• migration, demographic policy, and issues concerning ethnic Kazakh returnees ( Kandas);

• Interdepartmental Commission for Crime Prevention under the Akimat of Altynsarin District;

• District Anti-Corruption Commission;

• Public Council, Public Accord Council, and Mothers' Council;

• Commission on Women's Affairs and Family and Demographic Policy;

• implementation of Standard Basic Direction No. 4, "Prevention and Counteraction to Corruption" (SBD-4).

Cooperation with

• Altynsarin District Branch of the State Pension Payment Center;

• Public Service Center (PSC);

• Unified Department for Defense Affairs of Kostanay District;
