He was born on August 09, 1980 in the Kirovsky state farm of the May district of the Pavlodar region.
In 2002 he graduated from Karaganda State Technical University with a degree in Power Supply.
In 2004 he graduated from Karaganda University of Economics with a degree in Finance and Credit.
