Kaipov Rauan Talgatovich was born on September 27, 1983 in the Almaty region of Enbekshikaazh district, the village of Shelek. In 2005 he graduated from KazNTU named after K.I. Satpayev with a degree in electronic engineering, in 2008 he graduated from the Kazakh National Agrarian University with a degree in jurisprudence, in 2008 he graduated from the Kazakh University of Railways with a degree in construction.
