Biography
Askauly Kaisar was born on January 27, 1991 in the city of Zhetisai, Makhtaaral district, South Kazakhstan region. In 2012 he graduated from the Kazakh National Ped. University named after Abai with a degree in political science. In 2018, he graduated from the D. A. Konaev Eurasian Law Academy with a degree in jurisprudence.
