He was born on April 13, 1991. Higher education. Specialty State and local government. He graduated from Purdue University (USA) in 2013, and from the Kazakh University of Economics, Finance and International Trade in 2015.

He started his career as the acting Chief expert of the Office of Inter-Budgetary Relations of the Department of Budgetary Policy of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan. He worked as the chief expert of the Inter-budgetary Relations Department of the Budget Policy Department of the Ministry of National Economy of the Republic of Kazakhstan, an economist, director of Dara Tepluaty LLP. He worked as the chief expert of the Office of International Programs and External Relations of the Department of Strategic Research and International Programs of the Ministry of Civil Service Affairs of the Republic of Kazakhstan, Chief expert, Chief Consultant of the Office of International Programs and External Relations of the Department of Strategic Research and International Programs of the Agency for Civil Service Affairs and Anti-Corruption. He worked as Deputy head of the State Institution "Management of Assets and Public Procurement of the city of Nur-Sultan", Deputy head of the State Institution "Management of Assets and Public Procurement of the city of Astana".
