Ulan Raissov was born on August 12, 1981 in Almaty.
1997-2001 – Kazakh State Academy for Administration named after Turar Ryskulov
2001-2003 – Kazakh Humanitarian Law University.
2013-2015 - University of Bath, Brunel University London (United Kingdom). Major: Public Administration. Graduate of the Bolashak program.
2004-2006 – Inspector, Financial Control and Public Procurement Committee, Ministry of Finance;
2006-2013 – Management team, Agency countering Economic and Corruption crimes;
October 2020 – February 2021 – Head of the Division, Financial Monitoring Committee, Ministry of Finance;
February 2021 - October 2023 – Deputy Chairman of the Financial Monitoring Agency of Kazakhstan;
October 2023 up to present – First Deputy Chairman of the Financial Monitoring Agency of the Republic of Kazakhstan.
