Tabynchayev Oserbay Rysbaevich

Tabynchayev Oserbay Rysbaevich was born on August 6, 1978, in the Tashauz Region of Turkmenistan. He holds higher education qualifications. In 2000, he graduated from Sh. Yessenov Aktau University with a degree in Biology. In 2016, he completed postgraduate studies at Turan-Astana University, specializing in Pedagogy and Psychology.

Oserbay Tabynchayev began his professional career in 2000 as a Chemistry Teacher at Secondary School No. 14 in Zhanaozen.

Throughout his career, he has held various positions in the education sector, including teacher, methodologist, deputy director for academic affairs, specialist, and chief specialist in educational institutions and education authorities of Zhanaozen and Mangystau Region. He also served as Director of Secondary School No. 2, Primary School No. 12, School-Gymnasium, and School No. 18 in Zhanaozen.

In 2005, he worked as a Chief Specialist at the Department of Education of Mangystau Region.

From 2017 to 2018, he served as Deputy Head of the Zhanaozen City Department of Education.

Between 2018 and 2019, he acted as Akim of Rakhat Village, and from January 2019 to November 2022, he served as Akim of Rakhat Village, Zhanaozen.

From November 2022 to August 2025, he was the Head of the Department of Education for the City of Zhanaozen under the Education Administration of Mangystau Region.

From August 2025 to June 2026, he served as the Head of the Department of Education for Karakiya District.

Since June 17, 2026, he has been serving as the Head of the Department of Education for the City of Zhanaozen.

Mr. Tabynchayev has extensive experience in the fields of education and public administration. His professional activities are focused on improving the quality of education, strengthening the capacity of teaching staff, and advancing the development of the regional education system.
