Biography
Kainarov Yerlan Torebaevich was born on November 23, 1983, in the Republic of Uzbekistan, Karakalpakstan. He graduated from the Mangystau Energy College with a degree in Technical Maintenance and Repair of Machinery Manufacturing Equipment, Aktau State University named after Sh. Yessenov with a degree in Lifting, Transport, Construction and Road Machinery and Equipment, and the Kazakhstan University of Innovative and Telecommunication Systems with a degree in Law.
He began his professional career in 2008 as an Inspector in the Apparatus of the Akim of Atameken rural district, Munaily district.
Over the years, he worked in the same apparatus, holding positions of Chief Specialist and Acting Deputy Akim.
From 2010 to 2019, he held various positions in the Munaily District Department of Housing and Communal Services, Passenger Transport and Highways, as well as in the Mangystau Regional Department of Energy and Housing and Communal Services, where he served as Chief Specialist and Acting Head of Department.
From 2019 to 2020, he served as Deputy Akim of Atameken rural district.
From 2020 to 2021, he acted as Akim of Kyzyltobe rural district and was subsequently appointed as Akim of the district.
From 2022 to 2025, he served as Akim of Atameken rural district.
Since 2026, he has been serving as the Head of the Zhanaozen City Department of Housing and Communal Services.
