Biography
Abishayev Rasul Zhumabekovich was born on September 12, 1987, in Zhanaozen, Mangystau Region, Republic of Kazakhstan. In 2009, he graduated from the Abylai Khan Kazakh University of International Relations and World Languages with a degree in Regional Studies. He holds a higher education qualification.
Abishayev Rasul Zhumabekovich began his professional career in 2010 as Secretary of the Academic Department at the Caspiy College of Pedagogy and Industrial Technologies in Zhanaozen.
From 2010 to 2011, he served as Head of the Educational and Production Department at the same institution.
Between 2011 and 2012, he worked as a Leading Specialist and subsequently as a Chief Specialist at the Zhanaozen City Department of Entrepreneurship.
In 2012, he served as Executive Director of the Zhansaya Hotel.
From 2012 to 2013, he held the position of Chief Specialist at the Zhanaozen City Department of Housing and Communal Services, Passenger Transport and Highways.
From 2013 to 2017, he worked at the Zhanaozen City Department of Internal Policy, first as Chief Specialist and later as Head of Department.
From 2017 to 2019, he served as Deputy Akim of Kyzylsai Village.
From May to July 2019, he performed the duties of Acting Akim of Kyzylsai Village.
From 2019 to 2023, he served as Akim of Kyzylsai Village.
From 2023 to June 2026, he headed the Zhanaozen City Department of Entrepreneurship and Agriculture.
Since June 22, 2026, he has been serving as Head of the Office of the Akim of Zhanaozen City.
Abishayev Rasul Zhumabekovich has more than 16 years of professional experience, including over 15 years of service in public administration.
