Mukaev Yerbulat Rakhmetovich Graduated from the Guryev Pedagogical Institute with a degree in physics teacher, the Komsomol Higher School under the Komsomol Central Committee (specialization "political scientist"), the West Kazakhstan Engineering and Technological University with a degree in economics.

He has more than 35 years of work experience, extensive experience in Komsomol, party and organizational work. He worked as a deputy chief of staff-head of the department of organizational and personnel work of the office of the akim of the West Kazakhstan region, deputy head of the regional Department of labor, employment and social protection of the population, deputy akim of the city of Uralsk, head of the office of the akim of the West Kazakhstan region.
