Biography
Utebayev Askhat Argyngazyuly was born on April 24, 1981 in the city of Zaisan, Zaisan district, East Kazakhstan region. In 2005, he graduated from D. Serikbayev East Kazakhstan State Technical University with a degree in water supply, sanitation and protection of water resources. In 2012, he graduated from the Kazakh-American Free University with a degree in economics.
