Born on November 24, 1978 in Korobika village of Katon-Karagai district of East Kazakhstan region. Kazakh by nationality. Has higher education.
In 2001 graduated from the East Kazakhstan State University majoring in World History. In 2006 graduated from Kazakhstan-American Free University, earned a Bachelor of Law.
