Biography
He was born on July 18, 1963 in the village of Karatobe, Karatobe district, West Kazakhstan region. In 1986, he graduated from Tselinograd financial and economic College with a degree in Finance, and in 1993-from the Kazakh state Academy of management with a degree in Economics.
