Kobanov Ruslan Kudaibergenuly was born in 1989 in the village of Kuylys, Irgiz district.
In 2011 he graduated from the Almaty Academy of Economics and Statistics with a degree in Finance.

He began his career in 2011 as a leading specialist of the Akim's Office of the Irgiz rural district of the Irgiz district.
