Maulen Toleubekovich was born on May 14, 1974 in the village of Aktubek, Alakol district. Nationality Kazakh. Higher education. In 1995, he graduated from Zhetysu University named after I. Zhansugurov with a degree in Kazakh language and literature.

Since August 2017, he has held the position of Head of the Department of Education for the Alakol district of the Department of Education of the Almaty region.
