Born in 1971, Kazakh, a native of the village of Algabas, Aksuat district, Semipalatinsk region (East Kazakhstan region). Higher education. In 1997 he graduated from the Kazakh State Agrarian University with a degree in agronomy, in 2005 - from the Almaty Economic University with a degree in state and local government, in 2019 from the Syrdariya University with a degree in jurisprudence.
He began his career in 1988 as a construction worker at the Tas-Bulak state farm, Taskesken district, Semipalatinsk region (East Kazakhstan region).
From 1989 to 1991 he served in the army of the USSR Armed Forces.
1992 - 1997 studies at the "Kazakh State Agrarian University" in the city of Almaty.
