Higher education. In 1998 he graduated from the full-time department of the Semipalatinsk Financial and Economic College with a degree in Budget and Budget Accounting. In 2001 he graduated from the correspondence department of East Kazakhstan State University with a degree in Finance and Credit.

He began his career in June 1998 as the chief specialist of the Zyryanovsky city financial department. Then he held the positions of the head of the control sector of local budget procedures and the head of the communal property sector of the finance department of Zyryanovsky district. From November 2009 to September 2012 - Head of the State Institution “Department of Economics and Budget Planning of the Zyryanovsky District”. From October 2012 to November 2015 he worked as the head of the State Institution “Department of Finance of the Zyryanovsky District”. From November 2015 to July 2016 - Deputy Akim of the Zyryanovsky District. Since October 2017, he has been working as the head of the State Institution “Department of Economics and Budget Planning of the Zyryanovsky District”.
