    On May 29, 2025, at the invitation of Mangystau Region Akim Nurdaulet Kilybay, renowned investor and founder of the international Sea Breeze tourism cluster, Emin Agalarov, visited the region. The main purpose of the visit was to explore Mangystau's tourism potential and identify suitable locations for the development of a major international resort.

    During the visit, the regional governor introduced the investor to the Kendirli resort area, one of Kazakhstan's most promising beach tourism destinations, as well as the spectacular Bozzhyra Canyon. He also presented the region's tourism development strategy and ongoing investment projects.

    Nurdaulet Kilybay noted that, in line with the vision of President Kassym-Jomart Tokayev, tourism has become one of the key drivers of regional economic growth. Between 2025 and 2027, thirteen major tourism projects are planned in the Mangystau Region. Among them is the large-scale development of the Kendirli resort area, which is expected to accommodate more than 350,000 visitors annually. The project includes the construction of hotels, health resorts, an aqua park, and various recreational facilities. Construction of a new international airport serving the area has also begun.

    During the meeting, the parties discussed investment opportunities in the tourism sector, prospects for developing world-class resort infrastructure, and the government support mechanisms available to investors.

    Particular attention was given to the possibility of developing a Sea Breeze-style resort in Kendirli, promoting cultural exchange among Turkic nations, and implementing infrastructure and cultural projects aimed at advancing ethnotourism.

    It is worth noting that Aktau was designated the Cultural Capital of the Turkic World for 2025. The official opening ceremony took place on April 5 and was attended by Kazakhstan's Tourism Ambassador, Dimash Qudaibergen.
