The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs that, starting from 31 July 2026, the second phase of the implementation of navigation seals for tracking the transportation of goods will commence within the territory of the Eurasian Economic Union (EAEU).
A navigation seal is an electronic device installed on a vehicle that enables real-time monitoring of the transportation process. Its use helps ensure the security of goods, enhance the transparency of cargo transportation, and minimize government control during the movement of goods.
The first phase of the implementation of navigation seals, launched on 11 February 2026, demonstrated the effectiveness of this mechanism for international transportation across the territories of two or more EAEU Member States.
From 31 July 2026, the scope of transportation subject to the mandatory use of navigation seals will be expanded.
Navigation seals will be mandatory for:
* road transportation of all categories of goods moved under the customs transit procedure (except for certain categories provided for by Decision No. 147 of the Council of the Eurasian Economic Commission dated 12 December 2023);
* rail transportation of alcoholic beverages, tobacco products, sanctioned goods, as well as fur products, footwear, clothing, and electronic products.
The State Revenue Committee recommends that carriers, freight forwarders, exporters, importers, and other participants in foreign economic activity familiarize themselves with the new requirements in advance and take them into account when planning transportation. This will help avoid delays at border crossings, ensure uninterrupted logistics, and comply with established delivery schedules.
The introduction of navigation seals is carried out in accordance with the Agreement on the Use of Navigation Seals in the Eurasian Economic Union for Tracking the Transportation of Goods, dated 19 April 2022, and the decisions of the bodies of the Eurasian Economic Commission.
