A comprehensive military reform has been launched in Kazakhstan on the instructions of the President.

The implementation of the Military Reform Plan, approved at a meeting of the Security Council chaired by President of Kazakhstan Kassym-Jomart Tokayev, has begun. The reforms cover the structure of the Armed Forces, the military command and control system, troop training, military service procedures, and the protection of military personnel’s rights.

The Head of State has set the task of building a modern, mobile, and technologically advanced army. Particular emphasis will be placed on military service safety, command culture, and the efficient use of state resources.

Plans include improving the key components of the army, such as the structure and composition of the Armed Forces, defence planning, mobilisation readiness, and the reserve formation system.

Technological re-equipment will go hand in hand with the development of the domestic defence industry, including the production of counter-unmanned aerial vehicle (UAV) systems, as well as the introduction of artificial intelligence and digital solutions.

To improve the quality of military training and reduce the costs associated with conducting military exercises, simulation software will be introduced to enable the modelling of combat operations. Particular attention will now be paid to developing service members’ ability to act confidently both independently and as part of their units, taking into account their mastery of new tactics and their ability to operate modern weapons systems.

One of the key changes is the transition to a two-stage model of compulsory military service. During the first six months, conscripts from the same intake will undergo training at military training centres, where they will adapt to military life, acquire basic military knowledge, and improve their physical fitness. As part of the training programme, soldiers will also have the opportunity to learn foreign languages and develop skills in using artificial intelligence. In addition to military specialisations, service members will be able to acquire civilian vocational skills that are in demand in the labour market.

During the following six months, service members will serve in military units, improve their combat readiness, and carry out assigned tasks as part of their units. Certain elements of the new model have already been tested under the Sarbaz+ project. The pilot project for the two-stage compulsory military service model is scheduled to be launched in 2027.

Particular attention will be paid to improving military service conditions and strengthening the social protection of military personnel. Plans also include establishing an independent military ombudsman and advisory system, operating separately from military unit commands. These representatives will provide support to service members, help identify violations, and protect their legitimate rights and interests.

One of the key priorities is ensuring that military personnel receive high-quality food and uniforms. Plans also include the renovation and restoration of barracks, training facilities, and military training grounds.

The reforms will also cover the system of youth training. Starting in 2027, a unified military-patriotic training system called Zhas Aibyn is planned to be established by bringing together the Zhas Kyran, Zhas Ulan, and Zhas Sarbaz programmes. Training in safe behaviour, first aid, and responding to emergencies will begin at school.

In cooperation with local executive authorities, efforts will continue to ensure high-quality basic military training in general education institutions, as well as to expand the network of specialised military schools.

The organisational measures under the plan are expected to be implemented by the end of this year, while the main conceptual changes will be introduced over the medium term. The Ministry of Defence will keep the public regularly informed about the progress of the military reform.
