A lesson was held in the East Kazakhstan region on the measures taken by the East Kazakhstan Region Police Department to prevent and curb illicit drug trafficking. The organizer was the KSU "East Kazakhstan Regional Scientific and Methodological Center for Informatization and Educational Development "Yerken" of the East Kazakhstan Region Education Department.
The speaker was Police Major Maltugelov Sagatbek Kuatbekovich, senior operative officer of the Department for Combating Drug Crime of the East Kazakhstan Region. He explained in detail what the concept of "illicit drug trafficking" includes and why this problem remains relevant. The key articles of the Criminal Code of the Republic of Kazakhstan were named: art. 296 (consumption in public places, illegal acquisition, storage, transportation) and art. 297 (distribution, manufacture). Separately, the speaker focused on administrative responsibility under art. 440 approx. 1 of the Administrative Code of the Republic of Kazakhstan for non—medical drug use — fines and arrest, and in case of repeated detection - more severe sanctions.
The students learned that criminal liability for serious drug offenses begins at the age of 14. Malefactors actively involve teenagers through the Internet, instant messengers and social networks, offering "easy earnings" and convincing them of impunity. The speaker stressed that any proposal to become a pawnbroker or distributor is a path to a criminal record and a broken life. If such a suggestion is received, it is necessary to immediately inform the class teacher, the school administration or the police. The voluntary release of narcotic drugs is exempt from criminal liability — this is an important note to art. 296 OF THE Criminal Code OF the Republic of Kazakhstan.
The students also learned where to contact when drug distribution is detected: channel 102, a helpline (working around the clock, anonymously), or directly to the educational authorities. There was a suggestion about volunteering — there are about 500 volunteers from among schoolchildren and students in the region who voluntarily carry out anti-drug activities.
In conclusion, Sagatbek Kuatbekovich gave a parting message to high school students: do not accept dubious earnings, take care of your life and reputation, play sports and study. "Your life is ahead of you — don't ruin it at the very beginning," the speaker emphasized. The lessons in the interview format allowed the students to get answers to their questions and realize the seriousness of the legal consequences.
