On September 28, the State Revenue Committee (SRC) discussed issues related to international road transport, including the passage of vehicles across the border, the operation of the CarGoRuqsat electronic queue system, and the availability of slot bookings.
The meeting was chaired by Kairat Dzhumagulov, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. Representatives of government agencies, the National Chamber of Entrepreneurs “Atameken,” JSC “Information and Accounting Center,” Smart Cargo, industry associations, and road carriers took part in the meeting.
The number of vehicles crossing the external border of the Eurasian Economic Union (EAEU) through Kazakhstan’s road border crossing points continues to increase.
During the first eight months of 2026, 1.3 million motor vehicles crossed Kazakhstan’s road border crossing points, which is 19.3% more than during the same period in 2025.
At the Kazakhstan–China border, the increase amounted to 24.5%. At the same time, road transit from China through Kazakhstan increased by 56.1%.
The SRC continues to work on increasing the capacity of road border crossing points. As part of the modernization efforts, infrastructure is being expanded, the number of traffic lanes is being increased, modern inspection and screening systems and weight-and-dimension control equipment are being installed, and digital technologies are being introduced.
As a result of the measures implemented, the processing time for freight vehicles that do not require additional inspection has been reduced from 9 hours to 30 minutes.
At the same time, the overall capacity of external road border crossing points has increased 2.6 times compared with 2022.
The participants also discussed the operation of the CarGoRuqsat electronic queue system.
Carriers raised issues concerning the availability of booking slots, traffic management, and reducing vehicle waiting times. Proposals for further improving the electronic queue system and increasing the efficiency of the infrastructure created were also considered.
Following the meeting, proposals were developed to improve the organization of international road transport and the operation of the CarGoRuqsat system.
The SRC will continue joint efforts with government agencies, relevant authorities of neighboring countries, and the business community to increase border crossing capacity, reduce the time required to complete procedures, and create more convenient conditions for international carriers.
