The "Government for Citizens" State Corporation ensures that public services are accessible to all citizens. Free home-visit services are available for people with disabilities who are unable to visit a Public Service Center (PSC) due to health issues, as well as for those who are non-ambulatory.
Since the beginning of 2026, specialists from Public Service Centers across the country have made approximately 12,000 home visits, providing over 9,000 public services. The most frequently requested services during these visits included the issuance of passports and national ID cards, the setup of digital signatures (EDS), and the processing of housing assistance.
Home visits by specialists can be requested by persons with Group I and II disabilities, Great Patriotic War veterans, and citizens who are seriously ill or non-ambulatory.
To request a specialist visit, one must submit an application via the State Corporation’s official website in the "Services for Citizens" section or call the unified contact center at 1414.
A specialist travels to the specified address, collects the necessary documents, and processes the service. Once the procedure is complete, the final result is delivered to the recipient's home.
It is worth noting that a comfortable, barrier-free environment has been created for citizens with special needs who visit PSCs in person. Visitors eligible for priority service are assisted at designated priority counters.
Additionally, all front offices across the country are equipped with ramps, call buttons for assistance, tactile paving for the visually impaired, and wheelchairs.
