    On measures taken to prevent and suppress corruption-related offenses in the sphere of employment and social programs at the State Institution "Department of Employment and Social Programs of the Abay District"

    Corruption is a negative phenomenon in modern society that requires constant, rigorous study, a systematic approach, and a comprehensive, prompt response. The level and scale of corruption can stifle economic development, negatively affect the investment climate, and damage the country's image and international interest in cooperating with the Republic of Kazakhstan. In this regard, the fight against corruption is a key priority of Kazakhstan's state policy.

    Corruption can stem from various circumstances, the primary ones being poor execution of duties or a lack of knowledge regarding legal regulations. To promote legal awareness and prevent corruption, the Department conducts staff training through a "School of Legal Knowledge," where all amendments and additions to the legislation of the Republic of Kazakhstan are studied. The Department provides the following types of public services:

    - Issuance and renewal of permits for labor migrants,

    - Reimbursement of costs for the home-based education of children with disabilities,

    - Granting of social assistance to specific categories of citizens in need, based on decisions by local representative bodies,

    - Registration of citizens affected by nuclear testing at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, and issuance of certificates,

    - Issuance of a certificate to a rehabilitated person,

    - Processing of documents to provide persons with disabilities with prosthetic and orthotic services,

    - Processing of documents to provide persons with disabilities with technical assistive (compensatory) devices,

    - Processing of documents to provide personal assistant services to Group I persons with disabilities who have mobility impairments,

    - Processing of documents to provide sign language specialist services to persons with hearing impairments (sixty hours per year),

    - Processing of documents to provide persons with disabilities with special mobility aids,

    - Processing of documents to provide persons with disabilities and children with disabilities with sanatorium-resort treatment,

    - Processing of documents for the provision of special social services at special social service centers,

    - Granting of housing assistance,

    - Establishment of guardianship or trusteeship for legally incapacitated or partially incapacitated adults,

    - Issuance of authorization for the management of property and the withdrawal of pensions, allowances, and social payments credited to the accounts of legally incapacitated or partially incapacitated adults, as well as for the alienation of property belonging to citizens declared legally incapacitated or partially incapacitated by a court decision.

    A self-service area has been set up in the Employment and Social Programs Department building; any client can independently access required public services via the "e-government" web portal or select rehabilitation aids and services directly from providers via the social services portal (provision of prosthetic and orthotic services, ...assistive devices for the hearing and visually impaired, and hygiene products, as well as wheelchairs, sanatorium-resort treatment, and the provision of personal assistant and sign language specialist services, and services from medical-social institutions). Service recipients can use the portal independently or with the assistance of staff from the employment and social programs departments. Information stands regarding public services—available in both the state language and Russian—are also located in the department. Additionally, information about public services, photos, and videos are published on social media, and live broadcasts are conducted.

    To explain the fundamentals of anti-corruption legislation and raise public legal awareness, department staff visit local communities within the district to explain citizens' rights regarding social protection, the procedures for obtaining public services, and the rules for the granting and payment of social benefits. During these visits, specialists personally accept documents from rural residents and provide information and guidance; this process helps prevent, identify, and eliminate circumstances that could lead to corruption or abuse of office. Staff also explain the appropriate course of action for citizens encountering corruption by officials, as well as the liability associated with abetting corrupt practices. To this end, brochures and information leaflets are distributed to the public, listing the department's dedicated hotline number. Furthermore, to ensure a prompt response to reports of civil servants violating current legislation governing the civil service, the department head holds personal consultations with citizens, the hotline remains operational, and a dedicated box for citizen applications and inquiries is available on the premises.
