Akim of East Kazakhstan region Nurymbet Saktaganov held a reporting meeting with residents of the Samara region. At the meeting, issues of socio-economic development of the district, agriculture, tourism, infrastructure, housing and digitalization were discussed.
The District Development Plan for 2026-2030 was approved. The document gives priority to the development of the mining industry, agriculture, small and medium-sized businesses, as well as the effective use of the high tourist potential of the district.
There is growth in agriculture. For seven months of this year, the volume of gross agricultural output increased by 3.5% compared to the same period last year and reached 5.2 billion tenge. Currently, 385 farms operate in the district.
There are also positive indicators in animal husbandry. There is a feedlot for 200 heads in the district. According to the results of seven months, 2.7 thousand tons of meat were produced in all categories of farms, and 3.6 thousand tons of milk were expressed.
Special attention is also paid to irrigated agriculture. Of the approved area of 4.7 thousand hectares, 1.2 thousand hectares are irrigated this year. This is 2.3 times more than last year.
Modern irrigation technologies are being introduced. Samara agricultural and Technical College, together with the Enbek-Agro partnership, implemented drip irrigation on 220 hectares of sunflower fields and sprinkler irrigation on 86 hectares of corn fields.
Akim of the region instructed the Akim of the district and the heads of industry departments to intensify work on attracting unused agricultural land into circulation and strengthen the feed base.
Tourism is also one of the most important destinations for the Samara region. Today, more than 50 tourist accommodation facilities are registered. In the first half of the year, about 7 thousand tourists visited the district. At the same time, the volume of services at the accommodation facilities increased by 41%.
Infrastructure projects are being implemented for the development of Tourism. In 2025-2026, 51 km of the Kokpekty–Samara–Vasilievsky passage were repaired. The quality of Mobile Communications has improved. Work continues to improve the embankment, ensure safety and create comfortable conditions for vacationers.
In the village of mirolyubovka, a sanitary and hygienic module for citizens with limited mobility was installed, and in February 2026 a new first-aid post was opened, which serves residents and vacationers.
A project is being developed to create a tourist and recreational zone "Arbat" on the coast of the bukhtarma reservoir. In addition, together with the hotel company" Pana Asia", it is planned to build a modern hotel with an investment of about 2 billion tenge.
Nurymbet Saktaganov instructed to strengthen the work to attract new investments in the tourism industry and support ongoing projects.
Road infrastructure modernization is also ongoing in the district. The total length of the road network of the Samara region is 465.5 kilometers. This year, 46 km of roads of regional significance are being repaired on average.
As for the housing issue, within the framework of the "One-Story East" program, it is planned to build 35 one-story houses, that is, 70 apartments for large families and socially vulnerable segments of the population this year.
The issue of digitalization was also not ignored. Of the 22 settlements in the District, 17 are provided with the internet. This provides access to about 96 percent of the district's population.
Akim of the region instructed the Akim of the Samara region and the Department of digitalization and archives of East Kazakhstan region to develop a specific plan for providing the remaining settlements with internet and communication services. The plan should define the timing of the implementation of technical solutions and projects.
