In accordance with subparagraph 4 of paragraph 2 of the Rules for the Creation and Use of Civil Defense Facilities (approved by the Decree of the Government of the Republic of Kazakhstan dated December 19, 2014 No. 1357), civil defense protective structures are created to protect the largest working shift of organizations classified under civil defense categories, as well as to protect non-transportable sick medical organizations. Requirements for the design and reconstruction of protective structures are defined in the Codes of Rules of the Republic of Kazakhstan " Civil Defense Protective structures "(hereinafter-the Joint Venture of the Republic of Kazakhstan 2.04-101-2014). Along with this, according to paragraph 6.2.1 of the SP RK 2.04-101-2014 the norm of the floor area of the main room per sheltered person should be taken equal to 0.5 m2 for a two-tier and 0.4 m2 - for a three-tier arrangement of bunks. The internal volume of the room must be at least 1.5 m3 per sheltered person. When determining the need for the accumulation of civil protection equipment, it is necessary to follow the Instructions for Determining the Need for Civil Protection Equipment (approved by the Order of the Minister of Emergency Situations of the Republic of Kazakhstan No. 260 of May 29, 2014). In turn, the need for civil protection units is defined in the Rules for the Creation, Maintenance, Logistics, Training and Involvement of civil protection units (approved by Order of the Minister of Internal Affairs of the Republic of Kazakhstan No. 387 of April 23, 2015).
