The Law on State Regulation defines a financial organization as a legal entity engaged in entrepreneurial activities related to the provision of financial services.
At the same time, a collection agency is not included in the list of financial services specified in paragraph 6 of Article 1 of the Law on State Regulation.
A collection agency is not considered a financial organization, since its activities, as described in subparagraph 6 of paragraph 1 of Article 1 of the Law on Collection Activities, are not related to the provision of financial services.
However, the Agency exercises control and supervision over compliance with financial legislation of the Republic of Kazakhstan, including by collection agencies.
