Exemption from conscription for military service is granted by the decision of the district (city of regional significance) conscription commission in accordance with Article 36 of the Law of the Republic of Kazakhstan "On Military Service and the Status of Military Personnel".
Citizens are exempted from conscription for military service in peacetime:
1) recognized unfit for military service for health reasons;
2) not legally called up for compulsory military service, upon reaching twenty-seven years of age;
3) one of whose relatives (father, mother, brother or sister) died, died or became disabled of the first or second group in the performance of official duties during military service;
4) who have completed military (alternative) service in another state;
4-1) who served in special state bodies of the Republic of Kazakhstan, with the exception of cases provided for in paragraph 9 of Article 51 of the Law of the Republic of Kazakhstan "On special state bodies of the Republic of Kazakhstan";
5) having an academic degree;
6) clergy of registered religious associations
The public service is provided by local executive bodies of districts, cities of regional significance, regions, cities of Nur-Sultan, Almaty and Shymkent (hereinafter referred to as the service provider) through district (cities of regional significance) draft commissions.
To receive a public service, individuals send to the service provider through the web portal of "electronic government" www.egov.kz and the subscriber device of cellular communication (hereinafter referred to as the portal) an application in the form of an electronic document certified by an electronic digital signature (hereinafter referred to as EDS) of the service recipient, in the form in accordance with Appendix 1 to these Rules, or a request certified by a one-time password in case of registration and connection of the subscriber number of the service recipient provided by the mobile operator to the portal account.
