According to Article 67 of the Law of the Republic of Kazakhstan dated April 16, 1997 “On Housing Relations”, housing from the state housing stock is provided for use by citizens of the Republic of Kazakhstan who need housing and permanently reside in this settlement. Therefore, citizens who do not have a residence permit in the city are not taken into account in need of housing in the city of Atyrau.
