| Description (justification), including current status: Development of national sports as an integral part of cultural heritage. Development of grassroots sports and national sports. | |||||||
| A budget program is being planned regarding the development of mass sports and national sports; the State Institution "Department of Physical Culture and Sports of the Beimbet Mailin District Akimat" (hereinafter referred to as the "Department") carries out its activities in accordance with: Regulation on Department No. 233 dated September 14, 2023; Article 4 of the Law of the Republic of Kazakhstan No. 416-V dated November 23, 2015, "On Civil Service"; Resolution of the Government of the Republic of Kazakhstan No. 1193 dated December 31, 2015; Resolution of the Government of the Republic of Kazakhstan No. 1118 dated November 2, 1998; Law of the Republic of Kazakhstan No. 434-V dated December 4, 2015, "On Public Procurement," Chapter 10, Article 49; Law of the Republic of Kazakhstan No. 228-V dated July 3, 2014, "On Physical Culture and Sport" (as amended and supplemented as of January 22, 2016). This Law regulates social relations in the field of physical culture and sports and defines the legal, organizational, economic, and social foundations for supporting the activities and development of mass physical culture, as well as amateur and professional sports, in the Republic of Kazakhstan. Order No. 328 dated June 27, 2025, on the approval of procedures for treasury budget execution and cash services, as well as treasury accounting and monitoring procedures; Law on Public Services No. 88-V dated April 15, 2013; Law on Combating Corruption No. 410-V dated November 18, 2015. | |||||||
| The following projects will be implemented through the budget program: | |||||||
| Implementation of the program will make it possible to: 1) carry out a unified regional calendar of mass sports events; 2) hold sports competitions at the district level; 3) ensure the training of district representative teams in various sports and their participation in competitions; 4) develop mass sports and traditional sports within the district; 5) coordinate the activities of physical culture and sports organizations within the district; 6) provide the state service of "Awarding sports ranks: 2nd-class athlete, 3rd-class athlete, 1st-class youth athlete," athlete holding the 2nd youth-level rank, athlete holding the 3rd youth-level rank, and qualification categories: coach (highest qualification level, 2nd category), coach (intermediate qualification level, 2nd category), methodologist (highest qualification level, 2nd category), methodologist (intermediate qualification level, 2nd category), instructor-athlete (highest qualification level, 2nd category), sports official"; 7) ensure the accessibility of the public service standard; 8) ensure that service recipients are informed about the procedure for the provision of public services; 9) perform other functions in accordance with legislation; 10) take measures to utilize the sports facilities of educational institutions during after-school hours and in the evening to facilitate sports clubs for the general public and to host sporting events; 11) approve the state sports order for the funding of sports clubs for children and youth within the limits of allocated budget funds; 12) ensures the placement of the state sports order with sports sections for children and youth, regardless of the form of ownership, departmental affiliation, or type and category of the service providers; 13) ensures the execution of all stages and procedures regarding the placement, quality control, and targeted utilization of the state sports order in electronic and publicly accessible formats. | |||||||
